  minimized. This captures the fully-dynamic\nlow-recourse variant of any p
 roblem that can be expressed as a mixed\npacking-covering linear program a
 nd thus also the fractional version\nof many central problems in dynamic a
 lgorithms such as set cover\, load\nbalancing\, hyperedge orientation\, mi
 nimum spanning tree\, and matching.
