 new quantum paradigm\, that we call Quantum Chebyshev’s\ninequality\, to
  approximate with relative error the mean of any random\nvariable with a n
 umber of quantum samples that is linear in the ratio\nof the square root o
 f the variance to the mean. Classically the\ndependency is quadratic. To i
 llustrate this method\, we apply it to the\napproximation of frequency mom
 ents in the multi-pass streaming model\,\nand to the approximation of the 
 number of edges and triangles in the\nquantum graph query access model.
