 s for near-term quantum computers are\nfinding and solving interesting pro
 blems in the presence of noise and\ndeveloping techniques to mitigate erro
 rs. In this talk\, I will outline\nand motivate an abstraction layer neede
 d to reliably operate quantum\ncomputers under realistic noise models\, na
 mely\, a cycle consisting of\nall the primitive gates applied to a quantum
  computer within a\nspecified time period.
