 CTION\n\nAbstract: Fault-tolerant quantum computing will require accurate\
 nestimates of the resource overhead\, but standard metrics such as gate\nf
 idelity and diamond distance have been shown to be poor predictors of\nlog
 ical performance. We present a scalable experimental approach based\non Pa
 uli error reconstruction to predict the performance of\nconcatenated codes
 . Numerical evidence demonstrates that our method\nsignificantly outperfor
 ms predictions based on standard error metrics\nfor various error models\,
  even with limited data. We illustrate how\nthis method assists in the sel
 ection of error correction schemes.
