DESCRIPTION:We present a framework for a class of sequential decision-makin
 g\nproblems in the context of max-min bi-level programming\, where a\nlead
 er and a follower repeatedly interact. At each period\, the leader\nalloca
 tes resources to disrupt the performance of the follower (e.g.\,\nas in de
 fender-attacker or interdiction problems)\, who in turn\nminimizes some co
 st function over a set of activities that depends on\nthe leader’s decis
 ion.
