DESCRIPTION:With increasingly severe flood events\, Canadian communities re
 quire a\nfull range of tools to protect people and property. Property buyo
 ut\nprograms—which involve the relocation of high-risk neighbourhoods\nv
 ia the government acquisition of property—are considered among the\nmost
  effective forms of risk management since they directly reduce\nexposure t
 o flooding. However\, buyout programs are often resisted by\nlocal governm
 ents and their citizens. For local governments\, buying\nout property is e
 xpensive and takes away a source of tax revenue.\nWhile for citizens\, hom
 e buyouts can be traumatic and might mean\nabandoning a home or neighbourh
 ood lived in for generations.\n\nThat is why in 2020\, Partners for Action
  began a research project\nfunded by the Max Bell Foundation to draw on le
 ssons for current and\npast property buyout programs and to highlight the 
 trade-offs\ngovernments must consider when designing new programs.\n\nAfte
 r a culmination of two years of research\, we are pleased to\nannounce the
