When the disorder is increased the superconductivity might disappear whilst the electrons remain paired. In this case the physical properties of the resulting material is due to the motion of Cooper pairs. This happens in some strongly disordered superconductors with preformed pairs and in Josephson arrays. I will argue that despite the apparent similarity of the theories of these materials, their resulting properties are very different, in particular, Josephson arrays often display the intermediate bad metal phase in which resistivity is large but temperature independent. I show the numerical data that support the existence of this phase and formulate a simplified model that displays it.
