Contractor COVID-19 Update

January 13, 2021

On January 12, 2021 Ontario issued a second Provincial Emergency Declaration to Address COVID-19 with a revised Stay-at-Home Order Introducing Enhanced Enforcement.

The University of Waterloo is committed to contractor safety and the safety of all UW staff, external consultants, building inspectors, suppliers, and any other parties engaged in support of construction projects.

The revised legislation further states : “If the project is being funded in whole or in part by, or is being undertaken by, any of the following: A. the Crown in right of Canada or in right of Ontario, B. an agency of the Crown in right of Canada or in right of Ontario, C. a municipality, D. a service manager as defined in the Housing Services Act, 2011, or E. a registered charity and not for profit within the meaning of the Income Tax Act (Canada)."

The University is a registered charity as well as a not for profit under the Income Tax Act – thus it becomes a "universal" exemption irrespective of whether or not it supports operations or provides additional capacity, and as such construction is permitted to proceed without limitation.

Please download this memo for further details required to support the resumption of construction projects on any of the UW campuses.
