A Universal Child Program has been described as one approach to address the ever growing problem of child poverty in Canada. Leading up to the federal election of 2006 the Liberal party had signed agreements with all the provinces to proceed with a universal child care program, but the Conservatives formed a minority government and the program did not materialize. This presentation will examine the public discourse as found in the popular media and policy think tanks over four years and three elections.
