The European Union is the expression of the will to reconcile between France and Germany and to make war in Europe materially impossible. While this has worked among member states of the EU, there was war in Europe when former Yugoslavia disintegrated, and now there is war in Ukraine because of Russian aggression. The lecture will thus present the main case, France & Germany, showing that even when reconciliation has worked there remain undercurrents. In the Western Balkans membership in the EU, which actively engages, is a carrot to finding solutions. The difficulty between Japan and Korea is an example of the difficulty of reconciliation outside Europe.
