Political leaders and scholars alike speak a great deal about the importance of building “trust” to promote security in the Indo- (or Asia-) Pacific. What does “trust” really mean? How does one build it? In this talk, I argue that empathy — a concept not generally discussed either in policy or academic circles — is vital for establishing and maintaining trust. But cultivating empathy does not automatically lead to trust. Occasionally, it can fuel conflict. I discuss the logical and empirical connections between these two important concepts with illustrations from current regional flashpoints.
