Beth Palmer (she/her) is the Resilience Coordinator with the Emergency Planning Secretariat. She holds a Masters in Geography and Environmental Management with research specializations in community-based disaster resilience, social capital, and climate change adaptation. With an interdisciplinary background from a Bachelor of Environmental Studies in International Development, Beth is an advocate for innovative climate solutions that center community collaboration with an equity-based approach.

Beth is connected to the Retreating from Risk project as a collaborator with the Emergency Planning Secretariat, an organization in the Lower Mainland that supports Mainland Coast Salish First Nations with disaster planning, preparedness and response. She is promoting the need for a First Nations lens to be centered during the design of managed retreat projects in British Columbia, recognizing the ongoing effect colonialization has had on community mobility.
