If you expect lower student enrollment numbers, then should staff not get paid less as they have a lower professor-to-student ratio, and a smaller workload? Also, then should students not get a lower cost of tuition?

Tuition, along with government operating funding and additional sources of University income, is used to maintain the University’s overall infrastructure and employee complement. Buildings still require maintenance and power, and we need to be able to retain high-quality employees. The instructor-to-student ratio is not used as a basis for determining salaries.
