Capital Projects and Space Allocation (CaPS) Committee

The Capital Projects and Space Allocation (CaPS) Committee provides a review process for proposed capital projects valued at $100,000 and up to $5 million. 

As delegated by the Vice President, Administration and Finance, projects with a value of between $100,000 and up to $5 million and all other applications that fall under the responsibility of the CaPS Committee approval may be given, following review, by a committee with the following membership: 

  • Vice-President, Administration and Finance (Chair)  

  • Associate Vice-President, Academic Operations  

  • Associate Vice-President, Advancement Services   

  • Associate Vice-President, Research Grants and Infrastructure 

  • Associate Provost, Students  

  • Chief Financial Officer  

  • Chief Information Officer  

  • Director, Real Estate & R+T Park  

  • Director, Space Planning Office  

  • Director, Sustainability 

  • Executive Director, Facilities  

  • Executive Officers (two Faculties)  

  • Senior Director, Energy & Infrastructure  

  • Senior Director, Planning, Design, and Construction

Meeting Dates

The CaPS Committee meets on a monthly basis from September to June and can approve projects with summer executive authority. 

The agenda and meeting pre-read materials will be sent directly to all CaPS members by the Friday prior to each meeting. Meetings will be held in person to support meaningful engagement and collaboration. A virtual meeting option will also be provided for those who are unable to attend in person.

Please note that only CaPS members are permitted to attend these meetings. CaPS members may request permission to assign a delegate to attend a particular meeting on their behalf by emailing Michelle Mank

Project Proposal Submissions

The CaPS Committee is the monitoring, review, and approval mechanism for all capital and infrastructure renewal projects, including computing network infrastructure costing between $100,000 and up to $5 million. The CaPS Committee is further responsible for reviewing space allocations and changing space usage. Projects should be submitted via the Project Proposal Submission Form, two weeks prior to meeting date, for review.
