What is Literacy Screening?
Early literacy screening is a brief, teacher-administered assessment process that evaluates foundational skills critical to reading development, including:
- Letter and sound recognition
- Phonemic awareness
- Decoding skills
- Other early literacy indicators
Screening provides a snapshot of a child’s emerging literacy development and helps educators identify students who may benefit from additional support.
Early literacy screening is important because it:
- Helps identify students who may require additional support early;
- Enables intervention before reading challenges become more entrenched; and
- Supports educators in tailoring instruction to student needs.
What Grades is the Screener being Developed For?

The tool is being designed for students in Kindergarten through Grade 3 in British Columbia. These early years are an important time for developing foundational reading skills. Screening is intended to help educators understand students’ learning needs, including identifying those who may benefit from additional support.

What are Piloting and Field Testing and Why are they Important?
Piloting and field testing are stages of the screener development process that involve trying out screening materials with students and educators before the tool is finalized. Piloting helps us understand how the screening process works as a whole in school settings, including the clarity of instructions, time required, and ease of use. Field testing helps us examine how individual activities and questions work across diverse learners and identifies what needs refining. Together, these stages help us develop a tool that is informed by evidence and practical for schools.

How will the Tool Reflect the Diverse Learners and Communities in British Columbia?
An important goal is to develop materials that are engaging, grade-appropriate, and reflective of the children and communities across British Columbia. This includes working with British Columbian children’s authors to create original reading passages and considering diversity in children’s backgrounds, experiences, and learning needs. Development and testing will help the team examine how the tool works for different learners and identify areas for improvement.

Is Literacy Screening Used for Making a Diagnosis?
No. Literacy screening is a brief check of foundational reading skills that helps identify students who may benefit from additional instruction, support, or further assessment. It does not diagnose a learning disability, such as dyslexia. Screening results provide one piece of information and should be considered alongside teachers’ observations, classroom learning, and other assessments to understand a child’s strengths and needs.
