Council of Ontario Universities Space Guidelines

COU Space standards

The Council of Ontario Universities (COU) Space Standards provide a province-wide framework used to classify and evaluate space across Ontario universities.

They establish a consistent basis for understanding institutional space in relation to teaching, research, administration, and student activity, allowing space to be assessed in a structured and comparable way across the sector.

Purpose and context

Universities operate in complex physical environments with diverse space needs. Classrooms, laboratories, offices, libraries, and student spaces all serve different functions, and demand for these spaces is constantly evolving.

COU Space Standards were developed to bring consistency to how space is understood across institutions.

They provide:

  • A common framework
Ensuring space is defined and categorized consistently across Ontario universities
  • A basis for evaluation
Allowing institutions to assess whether their space aligns with academic activity and operational needs
  • A foundation for planning
Supporting long-term decisions related to growth, capital investment, and space utilization
  • A consistent approach to reporting
Enabling comparable data collection and analysis at the provincial level

Rather than prescribing how space must be used, the standards provide a structured way to interpret and evaluate space within a broader system context.

How the standards are applied

COU Space Standards are used across Ontario universities to support consistent reporting and analysis.

They underpin the Triennial Inventory of Physical Space, a province-wide data collection that captures institutional space using a standardized methodology.

Through this process, universities report space using common definitions and structures, allowing for:

  • Comparison of space across institutions
  • Analysis of sector-wide trends
  • A shared evidence base for planning and decision-making

The framework also connects space to key institutional drivers, such as enrolment, faculty, and research activity, helping to contextualize space needs.

UW's participation

The University of Waterloo participates in COU reporting and aligns its space data with COU standards to support consistency and comparability across the sector.

COU standards provide the external structure for provincial reporting, while institutional practices and systems support how space is managed and analyzed internally.
