Disclosure principles for University of Waterloo Special Constable records
University of Waterloo Special Constable Service gather and maintain information for the purposes of providing the campus community with a safe and secure environment in which to work, study and live.
Information in University of Waterloo Special Constable Service records is protected, used, and released in compliance with Ontario’s Freedom of Information and Protection of Privacy Act (R.S.O. 1990, c. F.31) and the university’s policies.
Routine disclosure
Information is routinely disclosed to individuals (e.g., witnesses or potential witnesses) in the course of investigations in order to facilitate the investigation.
Information is routinely disclosed to the Crown where charges (criminal, provincial or municipal by-law) are laid.
Information is routinely disclosed to the Waterloo Regional Police Service (WRPS): when a university special constable makes an arrest; when a university special constable conducts an investigation into a criminal offence; in daily reports detailing all arrests, occurrences and major incidents that university special constables have been involved with in the previous 24-hour period; and in an annual report, as required by the agreement between WRPS and University of Waterloo.
At the conclusion of an investigation, information is routinely disclosed to appropriate University of Waterloo administrators with a legitimate need to know.
Finance will be forwarded a summary of all University of Waterloo Special Constable Service reports where University of Waterloo is a victim or may be liable for injury or property damage.
Requests for information
In response to a request from an insurance company or victim, University of Waterloo Special Constable Service will provide a summary report to confirm that a police report exists relating to personal injury or stolen / damaged property. It may include the University of Waterloo Special Constable Service report number, a description of the property involved, its claimed value, and the name of the officer who took the information.
