Roy Brouwer, professor in the department of economics and executive director of the Water Institute, was quoted in a cover story article by the China Daily Asia Weekly, along with institute directors from three other high profile water organizations from the United Nations, Europe and the Middle East.
Brouwer provided insight into the economic benefits of transboundary basin treaties and commissions in the article which discussed cross-border rivers as sources of partnerships.
It is this recognition of benefit sharing that triggers most transboundary treaties," said Roy Brouwer, an economics professor and executive director of the Water Institute at the University of Waterloo in Canada. “Riparian states have to be convinced of the benefits of transboundary cooperation,” Brouwer told China Daily Asia Weekly. “Acknowledgement of the need for international collaboration and benefit sharing in transboundary basins can result in the institutionalization of transboundary river basin authorities.
