Upholding Free Expression

At the University of Waterloo, freedom of expression is foundational to who we are. As a research-intensive university, we are committed to academic freedom, open inquiry, and respectful dialogue. These values guide our teaching, our research, and how we engage with the world—and with one another.

To support these principles, the University is releasing a series of new statements and guidance clarifying how we approach freedom of expression in practice. These materials were developed in response to recommendations from the Task Force on Freedom of Expression and Inclusive Engagement, following extensive consultations with students, faculty, and staff.

Together, they reflect our shared commitment to:

  • Encouraging open and inclusive dialogue
  • Creating space for diverse viewpoints
  • Practicing institutional neutrality and restraint in public communications

What's New

Statement on Institutional Neutrality, Institutional Restraint, and Communications
This foundational statement outlines how Waterloo maintains neutrality on political, social, or moral issues not directly tied to our academic mission—while ensuring space for free expression across the campus community.

Guidance for Executive Council Members
Tailored to vice-presidents, deans, associate provosts, and other senior leaders, this document provides practical direction on how to uphold neutrality while championing academic freedom and inclusive engagement.

Guidance for Faculties, Departments, and Units (Coming Soon)
A new statement for collective bodies is currently under review. It will provide guidance on how faculties, academic departments, and support units can align their communications with Waterloo’s commitments to neutrality and open inquiry.
