Waterloo Student Quarantine Package

For enrolled students who must travel to Canada

To assist with the mandatory quarantine period for international travellers, the University of Waterloo is offering an optional subsidized package for students enrolled in fall 2021 term. This package is available for one time use by students who must travel internationally to attend UWaterloo.

Important: Check the Government of Canada - Immigration, Refugee and Citizenship Canada website for the latest travel exemptions and restrictions for international students.

Who is eligible for the quarantine package?

Registration for fall 2021 is now open. If you have a study permit (or study permit approval) with a valid TRV or eTA, you can register for the package as soon as you book your flight, or at least 14 days before you travel. All registrations must be received before Monday, November 1, 2021 at 11:59 EDT - review the deadlines. We would not recommend entering Canada any sooner than one month prior to beginning your studies or co-op work term.

To be eligible for the Quarantine Package you must meet all of the following criteria:

  • Be a current or incoming student of the University of Waterloo enrolled in a full-time or part-time academic program, or co-op work term, during fall 2021.
  • Must travel to Canada from an international destination to study at the University of Waterloo.
  • Must travel between August 1 to November 15, 2021. 

Please note: This package is optional and available for one-time use only.

New and returning postdoctoral fellows can register for the Waterloo Postdoc Quarantine Package for travelling from outside of Canada.

Who is not eligible for the quarantine package?

If you are fully vaccinated and expect to be exempt from quarantine at the border, you should not register for the quarantine package. Instead, you should download a Study Safe back-up quarantine plan.

If you do choose to register for the quarantine package, you should be aware of our cancellation policy.

What's included?

The Waterloo Student Quarantine Package includes:

Transportation

Arrival at Toronto Pearson International Airport (YYZ):

  • You will be picked up at the airport and taken to the reserved local Waterloo hotel where you will be required to complete your quarantine. You will go directly from the airport to the quarantine location, with no planned or unplanned stops. 

Arrival by land: 

  • You must travel directly to the Waterloo hotel that has been reserved for you. You should go directly from the border to the quarantine location, with no planned or unplanned stops. 

Please note: It's your responsibility to arrange and pay for transportation to your primary address after completing your quarantine. This transportation cost is not included in the package. 

Accommodations

The University has a number of hotel partners. You will be placed at one of these comfortable hotels based on availability. Details about the pick-up process and hotel that you've been placed at will be included in a confirmation email which you'll receive after you've registered and arrangements have been made. It can take up to five business days to receive the confirmation. 

Your hotel placement will be in a safe and comfortable private room with a private three piece washroom with tub shower, and include the following free of charge:

  • Either two queen size beds or one king size bed
  • Wi-Fi
  • Mini-fridge
  • Microwave
  • Work station with chair
  • Coffee/tea facilities
  • Flat screen television
  • Professional hair dryer
  • Iron and ironing board
  • Black out curtains
  • Top quality linens
 

Review what to bring for your stay in Canada and keep in mind that you will not be able to leave your room for the full quarantine period to go to any stores.

Check-in details

Check-in instructions will be provided once your hotel reservation has been confirmed. You will pick-up your Contactless Key and Wi-Fi information at the front desk. At that point the front desk agent will check your ID and ask for a credit card, which will be pre-authorized for incidentals and any damages that may get caused to the room. You must present identification and a credit card upon check-in to your hotel. If you don't have a credit card, the hotel is able to accept a debit or cash deposit of $100 CAD.  

Other requirements:

  • A clean face mask and gloves must be worn at the time of check-in.
  • It is mandatory that you stay in your room for the entire quarantine period, unless medical attention is needed. At that point, the hotel front desk must be notified and is available to assist as required.
  • No guests will be allowed in the room. Friends or family members are welcome to drop off items at the hotel front desk and hotel staff will deliver these items directly to you.
  • Due to safety concerns, your room will not be cleaned by hotel staff for the duration of your stay. You will be able to call the front desk between 7 a.m. and 3 p.m. to ask for any housekeeping items you need, such as towels, sheets, toiletries, amenities like coffee and tea, etc. These items will be left outside of your room. Garbage and used linens can be put outside your door daily from 7 a.m. to 3 p.m. to be picked up by hotel staff. There will be extra garbage bags in the guest room upon check-in.

Campus Wellness check-in

While in quarantine, you'll receive a daily quarantine wellness check-in from Campus Wellness by email. You can also expect phone calls to monitor for COVID-19 symptoms, general well-being, and compliance with quarantine requirements, with emphasis on individual COVID-19 infection control practices.  It's mandatory to respond to both the emails and the phone calls. 

During the check-in you will be asked:  

  • Have you maintained your quarantine location?  
  • Who is with you?  
  • Are you in contact with family or friends online or over the phone?
  • Questions from the Ontario Ministry of Health’s COVID-19 Screening Guidance (Version 4; June 20, 2020).

You'll also be reminded of physical and mental health supports available through Campus Wellness and the Quarantine Warrior's Support Group. These check-ins will take place starting your reported date of arrival and continue until you finish quarantine. 

If you indicate you are experiencing symptoms, a health professional will follow up with you. You may be asked to attend a virtual meeting with a Health Services physician who will assess your symptoms. This may result in recommendations (e.g. managing COVID-like symptoms or attending a testing centre). Individuals who are symptomatic will subsequently be monitored by medical professionals.  

You must also use ArriveCAN (iOS, Android or web version) to inform the Government of Canada of your quarantine plan (before arrival) and to report the results of your daily self-monitoring for COVID-19 symptoms (after you arrive).    

Meal plan

The meal plan for the Waterloo Student Quarantine Package includes three meals per day for the duration of your stay. All three meals will be delivered once per day between 4 to 6 p.m. You will receive dinner, as well as breakfast and lunch for the following day. Breakfast and lunch can be refrigerated in your room and heated up when ready to eat. Heating instructions will be provided where applicable.

Please note that this is a sample and meals could change based on the number of students and inventory of product. Meals for students with dietary restrictions will be adjusted accordingly. How much does it cost?

The cost of the package is covered by UWaterloo. Students will pay a non-refundable administration fee of $113 CAD ($100 +HST). The packages are designed for students who anticipate they won't be fully vaccinated and must complete the mandatory 14-day quarantine OR if they will qualify for the quarantine exemption for fully vaccinated travellers and would like to book a back-up quarantine plan. 

Options if you anticipate you'll need to quarantine for 14 days

Package #1 - No longer available

Includes transportation from Toronto Pearson International Airport, accommodation for 11 nights in Waterloo Region (after hotel stopover), and meals.

Recommended for students arriving in Canada by air before August 9 at 12:01 a.m. who anticipate they will spend 3 nights at the government hotel stopover before finishing their quarantine in Waterloo Region. 

Package #2

Includes transportation from Toronto Pearson International Airport, accommodation for 14 nights in Waterloo Region, and meals.

Recommended for students arriving in Canada by air, including those who will be either under 18 OR who recently recovered from COVID-19.

Package #3

Includes parking at a Waterloo Region hotel, accommodation for 14 nights in Waterloo Region, and meals.

Recommended for students arriving in Canada by car. 

Option if you anticipate you'll be fully vaccinated and receive a quarantine exemption

Download the Study Safe back-up quarantine plan (PDF) at no cost. You should have it ready to present to the border officer upon arrival in Canada. If you are not exempt from quarantine, you will need to activate the plan. Please check the PDF for full directions. Similar to the packages above, the cost of using the back-up quarantine plan is covered by UWaterloo. Students will however pay a non-refundable administration fee at a minimum of $100, depending on the hotel they are placed at.

Recommended for students arriving in Canada by air or land who anticipate being exempt from quarantine, but still need to provide a valid quarantine plan to the Government of Canada in ArriveCAN.

*Please note that if you wish to opt out of the meal plan, you can inform accombook@uwaterloo.ca. However, you will need to show how you plan to feed yourself throughout your quarantine package on the International Student and Travel Plan and Quarantine Form

Add-ons:

You may choose to add other family members or another room to your package.

  • If you are travelling with three or four family members $25 CAD +HST will be added to your registration, as a larger airport shuttle will need to be arranged.
  • Additional room for 11 nights: $1,140 CAD + HST or for 14 nights $1, 450 CAD + HST per additional room. There is a maximum of four family members per room.

How do I cancel my package?      

If your plans change and you no longer wish to participate in this program, please notify us via email at accombook@uwaterloo.ca no later than 48-hours prior to your arrival. If you fail to inform us of your cancellation or changed plans, you could be charged the full cost of the package, which may include transportation, hotel and food.

If you receive a quarantine exemption at the border and no longer require the package, you could be charged the full cost of the package, which may include transportation, hotel and food.

The $100 +HST administration fee is non-refundable for all variations of the package.
