Recommendations | Menstrual Equity Report
The Menstrual Equity Pilot Project has demonstrated significant success in addressing access gaps, reducing stigma, and fostering a more inclusive and equitable campus culture for all who menstruate.
Based on the outcomes of the pilot and community feedback, the following recommendations are proposed:
1. Institutionalize the Menstrual Equity program as an ongoing initiative
The University of Waterloo should formally transition the Menstrual Equity Pilot Project into a permanent, institutionally supported program. The initiative has proven to be a vital health equity measure and aligns with the University's commitments to dignity, accessibility, and inclusion. Like toilet paper or hand soap, menstrual products are essential hygiene items. Continued institutional investment affirms the University's role as a leader in equity-centered wellness practices.
2. Continue to Expand and Improve based on community feedback
Recognizing that the University is currently facing financial constraints and may not be able to prioritize large-scale expansion, it is recommended that the Menstrual Equity program continue to be revised and improved where feasible. This includes exploring opportunities to:
- Expand the number and diversity of stocked washroom locations across campuses.
- Introduce or increase availability of product variety (e.g., reusable products, organic options, products for diverse body types).
- Advance accessibility (e.g., ensuring dispenser placement meets universal design standards, exploring multilingual educational materials).
- Continue leveraging partnerships and community feedback to ensure the initiative remains responsive, sustainable, and inclusive.
3. Sustain and Grow Educational Awareness Efforts
Educational programming was a crucial component of the pilot’s success and helped foster a cultural shift toward reducing menstrual stigma. The Office of EDI-R will continue to lead efforts to expand educational and awareness initiatives related to menstrual equity.
By continuing this work, the University of Waterloo has an opportunity to be a sector-leader in menstrual equity and to tangibly demonstrate its commitment to equity, inclusion, and well-being for all members of its community.
