The article 'Evaluability assessment of a small NGO in water-based development', co-authored by Stephanie Lu, Dr. Susan Elliott, and Christopher Perlman, was published this week in the journal Evaluation. The article examines the unique evaluation barriers and facilitators experienced by small NGOs working in water-based development, through an organizational-level evaluation of the small Canadian NGO, H2O 4 ALL.
