P4A initiates a dialogue on Canadian flood risk gaps
Our 2013 work asked insurers and other stakeholders about their priorities for advancing flood resiliency in Canada, as well as assessing the viability of overland flood insurance. We identified two key recommendations:

1) Begin a discussion on the actions necessary to improve flood and disaster risk management

2) Conduct research on flood risk exposure across Canada.

Stakeholder interviews help set P4A's strategic vision
In 2014 interviews, stakeholders identified three winning conditions that would help reduce the risk of flood:

1) Canadians must understand the risk that flooding presents to their homes, businesses and communities

2) Canadian decision makers must use their understanding of flood risk to make sound adaptation decisions

3) Canadians must have options to transfer flood risks that remain after they have put adaptation strategies into place

Partners for Action is officially established
Partners for Action (P4A) is founded as a research initiative within the Faculty of Environment at the University of Waterloo with thought-leadership and funding from co-founders, the Co-operators and Farm Mutual Reinsurance begin a decade’s long partnership as co-founders and funding partners.

Shawna Peddle sets P4A's strategic mandate as the first director
“I am thrilled to be joining Environment at Waterloo as director of Partners for Action,” said Peddle. “The Co-operators and Farm Mutual Reinsurance Plan recognize the critical importance of risk proofing our communities in the face of climate change. Drawing on the applied research specialties of Environment, we’ll come up with collaborative solutions to address an important unmet need in our communities – our lack of resiliency when it comes to flooding.”

P4A launches FloodSmart Canada
FloodSmartCanada.ca is now a leading platform for flood risk awareness and preparedness materials and flood resiliency research. Its aim is to empower Canadians to take action to prepare for flooding by providing a hub of information and resources on floods, flood risks, and emergency preparedness. The information on this site is intended to educate homeowners, renters, practitioners, businesses, municipalities, and other organizations about floods.

P4A releases findings on its assessment of flood readiness within 18 Ontario municipalities, 2 First Nation communities, and 15 Conservation Authorities in its report, "At the Front Lines of Flood."

P4A concludes multi-year strategic relocation project
P4A concludes a multi-year Max Bell Foundation funded project which assessed the effectiveness property-buyout programs through three metrics: cost efficiency, social acceptability, and political feasibility. The study applied its framework to three Canadian case study communities: Gatineau, Quebec; Grand Forks, British Columbia; and High River, Alberta. P4A partners on Flood Resilience Challenge Game-Cambridge workshop
P4A partners with York University, CIFAL York, Smart Waterloo Region, TRANSFORM, and the Waterloo Climate Institute to facilitate a serious role-playing game on flood risk management. P4A worked with the FRC team, led by Dr. Evalyna Bogdan, to recruit and train student facilitators, equipping them with the skills needed to facilitate interactive workshops, including an event hosted with local business owners in Cambridge’s Galt District in November 2023.

P4A launches its Multi-Hazard Resilient Retrofits Database
National Research Council of Canada engages P4A to further develop and refine its Multi-Hazard Resilient Retrofits Database with funding provided by NRC’s Climate Resilient Built Environment Initiative.
This comprehensive database of multi-hazard resilient retrofits displays adaptation measures for floods/extreme precipitation, heat, wildfire, wind, and snow/ice. Information about each measure has been categorized into fields such as the ‘adaptation objective,’ the ‘problem’ the hazard poses to the building, and the type of measure. The database also provides a “rating” to each measure for the attributes of relative cost, time and effort required, expertise needed, degree of invasiveness, which measures conflict or work well together, and which measures increase energy efficiency and/or decrease greenhouse gas emissions for climate mitigation.

As a co-operative insurer, our business exists to provide financial security for Canadians and Canadian communities. Flood damage is one of the most significant risks to this security today. Yet the challenge of building flood resiliency is so much larger than any one industry, sector, or level of government. P4A is creating an environment where we can clearly understand the risks of flooding and take action to minimize them.
Farm Mutual Reinsurance Plan is proud to be a part of P4A and to partner with the University of Waterloo and The Co-operators. As a mutual, we consider ourselves stewards of the land, and we saw P4A as an important opportunity to reinvest in the environment. The Inclusive Resilience project seeks to increase awareness of disasters risks and build resiliency among specific population groups
The partnership with Partners for Action for the Inclusive Resilience project resulted in findings that seek to help under-resourced and under-served populations in Canada to better prepare for emergencies. The collaborative efforts of this partnership have enabled the Red Cross to enhance the ways we develop and deliver emergency preparedness information and encourage people in Canada to take action to protect themselves and their communities from disasters.

Partners for Action was crucial in supporting us in hosting multiple events centered around better collaboration and awareness building in the complex multi-sector world of flood management in the Lower Mainland of BC. They injected our events with knowledge, connections, strategic guidance, and eager and enthusiastic researchers who facilitated dialogues with our professional network of flood professionals and helped to synthesize the nuanced results. We look forward to our continuing our work with P4A to transform flood management in BC and beyond.

Understanging Risk BC continues to be the preeminent gathering for the community of practice interested in and working on climate risk management and disaster risk reduction in BC while concomitantly setting a national precedent for what is possible in this domain. The 2023 symposium (the first in-person session since 2018) was made possible by the thoughtful and generous contributions of the P4A team. The team demonstrated an exceptionally high degree of professionalism, resilience and compassion in co-organizing and helping to deliver the symposium, with the bulk of the effort occurring over the summer, which was BC's (and Canada's) worst wildfire season on record.
P4A partnered with Dr. Evalyna Bogdan and others to facilitate a Flood Resilience Challenge Game workshop in Cambridge, Ontario
P4A was a key partner in obtaining project funding from the Waterloo Climate Institute and organizing every aspect of event planning for both the Flood Resilience Challenge (FRC) facilitator training and the FRC game with diverse stakeholders from Cambridge, Ontario. Without P4A’s contributions, the two events would not have happened. Participants shared that they learned how important and complex flooding issues are, and agreed that more stakeholders need to come together in Cambridge to better prepare for, and prevent, future floods.
P4A co-led a four-part webinar series on Local Resiliency with Climate Caucus
P4A’s partnership on our webinar series on resiliency enhanced the quality of these events and also contributed significantly to spreading awareness and fostering dialogue on critical climate-related issues. Our members really enjoyed the deep dives into adaptation issues they are experiencing in their own communities, complete with tools and solutions to take home with them.
