Phase 2: Proposal development

Draft Volume I

The AQuE office's proposal development specialist is responsible for drafting Volume I and will contact you following APAC approval to begin the consultation process.

Volume I builds upon the Statement of Interest (SOI) and includes the following additional sections:

  • program requirements,
  • assessment of teaching and learning,
  • admission requirements,
  • quality and other indicators,
  • projected enrolment,
  • summary of learning outcomes (mapped to UDLEs or GDLEs)
  • financial plan
  • a library report written by the Subject Librarian and
  • a Feasibility Study, prepared by a Faculty Relations Manager from Co-operative Education if the new program includes co-op or work-integrated learning (contact Co-operative Education early in the process).

Once Volume I has been drafted, the program proponent presents the proposal for approval by the Department/School.

Draft Volume II and III

Volume II

Volume II is a compilation of the CVs of all faculty members teaching in the new program. 

If you are proposing a diploma or graduate diploma, you will go through an expedited approval and will not need to complete Volume II. However, you will need to add information about the qualifications of your faculty in your Volume I. If you are proposing a graduate collaborative program or joining one, this is considered a major modification.

Volume III

As part of the new program approval process, external reviewers are required to conduct a site visit. Volume III lists the proposed external reviewers and provides a rationale for their selection based on their qualifications and expertise. Consult selecting arm's length reviewers for more information.

Do not complete Volume III if you are following an expedited process.

Submit the completed proposal (Volumes I, II and III) as a Word document to the AQuE office. The proposal cannot proceed until approved by the AQuE Office and AVPA/AVPGSPA. Once approved, the program proponent can submit it to the Dean for approval.

Financial Viability Analysis (FVA)

The Dean (along with the Faculty Financial Officer or Executive Officer, as necessary) works with Integrated Planning and Budgeting (IPB) to complete a Financial Viability Analysis (FVA) for the new program.

Provost approval

The Dean, with assistance from IAP, will present the FVA and Volume I to the Provost for decision. Upon approval from the Provost, the new program process can move to the approvals phase.
