Fundamentals of International Aviation through ICAO

Global aviation learning through the University of Waterloo and ICAO

Fundamentals of International Aviation (FoIA) is a globally accessible e-learning programme delivered through the International Civil Aviation Organization (ICAO) in partnership with the University of Waterloo’s Waterloo Institute for Sustainable Aeronautics (WISA).

Building on a collaboration that began in 2017, FoIA is now available through a stackable micro-credential pathway designed to help learners build foundational knowledge of the international air transport system through affordable, flexible online learning that can be completed at their own pace.

Frequently Asked Questions (FAQs)

What is FoIA through ICAO?

Fundamentals of International Aviation (FoIA) through ICAO is a globally accessible, self-paced online micro-credential pathway delivered through the International Civil Aviation Organization (ICAO) in partnership with the University of Waterloo. A collaboration that first launched in 2017, the updated micro-credential programme provides foundational knowledge of the international air transport system through flexible, scenario-based digital learning. Learners may complete individual micro-credentials or combine them to earn the full FoIA programme certification.

Who is it for?

FoIA through ICAO is designed for both emerging and established aviation professionals, as well as learners seeking focused or targeted upskilling. It is well suited to those who want a broader understanding of how the global aviation system works, including learners exploring career pathways, professionals expanding their sector knowledge, and organizations supporting workforce development.

What do learners study?

The programme includes 10 micro-credentials covering core areas of international aviation: Air Law, Aircraft, Airlines, General Aviation, Navigation, Airports, Security, Environment, Accidents, and Safety. Together, these modules help learners understand how the many parts of aviation connect across a safe, efficient, and increasingly sustainability-focused global air transport system.

Why choose this pathway?

This pathway is ideal for learners looking for a shorter, flexible, and globally accessible option delivered through ICAO. Its stackable micro-credential format allows learners to take one module or combine several based on their goals, interests, and professional needs. It is especially valuable for those seeking an adaptable, affordable, self-paced pathway that supports targeted upskilling while also offering the option to complete the full programme over time.

What has learner feedback said about the programme?

Learner feedback for FoIA has been consistently strong. Following the 2025 redesign into stackable micro-credentials, the programme achieved an average learner rating of 4.75 out of 5, based on 358 learner evaluations. Learners have highlighted the programme’s clear structure, practical relevance, engaging visuals, and flexible self-paced format.

What makes FoIA through ICAO distinctive?

FoIA through ICAO combines the aviation education and digital learning expertise of the University of Waterloo with ICAO’s international quality assurance and global training platform. The learning experience is designed to be interactive and practical, using scenario-based, decision-driven activities to help learners build applied understanding rather than simply memorizing content. The programme has achieved broad international reach, with 7,000+ learners from 141 countries across course generations.

How do I access or register for FoIA through ICAO?

FoIA through ICAO is delivered through the ICAO training platform. Interested learners should visit ICAO’s website to explore the available micro-credentials, review programme details, and register.

Does this count toward the IASC?

No. FoIA through ICAO is separate from the WISA certification route and does not count toward the International Aviation Sustainability Certification (IASC). Learners who wish to earn the IASC must complete the three-course WISA pathway.
