The Dilemma of Energy Transition in Market-Driven Systems: Lessons from the Chilean Context
Abstract:
A common thread across various transition strategies is a strong focus on making 'energy markets work for energy transitions. There is a prevailing belief that liberalized, competitive markets can be effective enablers of transitions in the energy sector. However, as the share of renewables grows and plays a more significant role in power systems, the role of regulators in this process becomes increasingly critical. Their focus must shift from short-term efficiencies to promoting long-term systems transformation. This concept is developed through lessons drawn from the Chilean context.
Bio:
Shahriyar Nasirov holds a PhD in Economics and Policies with a specialization in energy policy. He has over 15 years of progressive research experience in energy policy, particularly in the power sector, across various countries including Spain, Chile, Azerbaijan, and the Philippines. Currently, Mr. Nasirov is a Visiting Professor at the Waterloo Institute for Sustainable Energy (WISE) at the University of Waterloo. He is also an Associate Professor and Researcher at the Center for Energy Transition (CENTRA UAI) at Universidad Adolfo Ibáñez (UAI) in Chile. Mr. Nasirov led the creation of the Executive Master Program in Technologies and Management of Renewable Energies (MERE) and served as its first director. He was awarded the Best Young Researcher Award (under 35 years old) in Engineering and Technology (2018) and the Best Professor Award in Postgraduate Executive Education (2023).
