Title:

Integrating DERs in Wholesale Markets and Creating Distribution Markets

Abstract:

Federal Energy Regulatory Commission (FERC) Order 2222 is opening organized wholesale markets in the United States to distributed energy resources (DERs). In Ontario, the Independent Electricity System Operator is launching a DER Roadmap initiative to layout objectives, initiatives, and timing for DER integration into the IESO-Administered Markets (IAMs). In parallel, distribution services – in particular with respect to non-wires alternatives (NWA) – are being defined, procured, and relied upon to actively manage distribution systems. As well, there are increased industry efforts to develop methods for coordinating distribution system operators (DSO) with the transmission-level independent system operators (ISO) in order to allow DERs to provide all the grid services they are technically capable of (and “stack” services). This presentation will focus on the current state of DER integration in wholesale and distribution markets, including recent developments in New York, California, the United Kingdom, Australia, and Ontario. It will also touch on research gaps and connect DER integration in markets to a broader transactive energy narrative.

Presented by Ali Golriz, Lead, System & Sector Development, Innovation and R & D, Independent Electricity System Operator (IESO). 

Ali has worked at the Independent Electricity System Operator (IESO) and predecessor organization, the Ontario Power Authority (OPA), in a number of roles since 2009. He has been part of the design and implementation of several provincial electricity resource procurements, with a focus on distributed energy resources (DERs) and power purchase agreements (PPAs). He is currently working on the development of a local electricity market demonstration project in partnership with Natural Resources Canada and Alectra Utilities. Ali received a Bachelor of Applied Science (BASc) in Mechanical Engineering and completed a Graduate Diploma (GDip) in Electric Power Engineering from the University of Waterloo. He also holds a Masters in Business Administration (MBA) degree from the Rotman School of Management
