Abstract:
Recent Federal Energy Regulatory Commission (FERC) Order 1920-B mandates that Independent System Operators (ISOs) and Regional Transmission Operators (RTOs) identify grid reliability needs, determine cost allocations, and address long-term transmission planning by diverse scenario developments. The existing capacity market frameworks do not explicitly represent the physical and operational attributes such as transmission expansion needs, ramping requirements, controllable resources, etc. In this seminar, a novel locational capacity market and mathematical model that considers participation of demands, various supply resources (generation, imports, Demand-Response (DR), Transmission Capacity Enhancement (TCE)), and transmission planning aspects will be presented. Sensitivity analysis results to investigate the impacts of Transmission Reliability Margin (TRM) and ramping requirements on capacity auction clearing will be discussed. The mathematical model of the presentation seminar is validated on the IEEE 24-bus Reliability Test System (RTS) to demonstrate its functionalities.
