Abstract:

This work coordinates electric vehicle (EV) flexibility across transmission operators, distribution operators, and aggregators for frequency and voltage security.

Two-stage scheduling allocates energy-constrained fast frequency response under rate-of-change-of-frequency, nadir, and quasi-steady-state limits.

Feeder-safe envelopes, headroom guarantees, and tracking bands ensure reserve deliverability while preserving distribution operators’ authority over individual EVs.

Bi-level distribution dispatch incorporates a conservative second-order-cone approximation of a bifurcation-based voltage-security condition.

Compensated reactive-power instructions enable local voltage support, while strong duality yields an exact single-level reformulation.

Learning-based forecasts provide EV arrival, departure, and state-of-charge boundary conditions.

Case studies consider IEEE 9-bus and dual modified IEEE 37-bus systems serving 6,912 charging sessions.

Results demonstrate frequency-limit compliance, deliverable reserves, voltages within ±5% of nominal, and charger power factors above 0.9.
