Working together to modernize our agreement with UW

The University of Waterloo and the University of Waterloo Staff Association (UWSA) are working together to modernize our Memorandum of Agreement (MoA). The MoA outlines the formal relationship between UWSA and the University and sets out how we work together on issues and policies that affect University Support Group (USG) staff.

In July 2025, the Staff Association notified the University of its desire to open the MoA. We have mutually agreed to focus this round of updates on the process for determining staff compensation agreements in Section 8, moving toward a more structured and formal negotiation process. This would replace the current process under Policy 5 where the Provost's Advisory Committee on Staff Compensation (PACSC) makes recommendations to the Provost. We will also review parts of Section 2 regarding the scope of UWSA membership and who is represented under the MoA, as well as making minor clarifications and corrections throughout the agreement.

The Staff Relations Committee has struck a joint working group of UWSA and University representatives and began discussions in November 2025. We are aiming to have a draft for members to review and ratify no later than February 2026 and approval by the appropriate University body shortly thereafter. Working through the agreement quickly will allow us to then focus our attention on the salary process for 2026. The joint working group will provide updates to stakeholders on timing as we move through the discussions.

Modernizing the agreement is a critical step toward ensuring fair, transparent, and timely salary negotiations that reflect the immense value staff contribute to the University.

Through the Memorandum of Agreement, the University of Waterloo Staff Association represents all USG staff, with some exceptions. Members of the Association will be consulted and will vote to ratify changes to the Agreement. If you are not yet a member, you can join the UWSA online.
