Fixes/updates
- fixed an error that was being thrown when saving the order of taxonomy terms when the vocabulary does not support nested items
- fixed an issue where users who should have had permission to edit project roles and topics were unable to do so
- fixed an error that was happening when merging publication reference keywords via bulk operations
- updated assorted automated tests
Theming changes
- fixed an issue that was causing (some?) mobile browsers to display the fallback image instead of the video in a video banner
- restored the "pause video autoplay" button on video banners
- made blockquote attribution be white when used in the site footer, for accessibility
