Release notes

- made the validation error messages for invalid paths more consistent amongst the various types of paths
- made the blog author information fields hidden on the content editing page when the option to display the author is not enabled
- adjusted the filters on listing pages to be more consistent between content types
- made links in the links block that are only anchors not automatically prefix the site's home page, so they can be used for anchors on the current page
- improved caching for automatic and manual list blocks so changes to the source content should be immediately reflected
- prevented the references menu item from displaying on authentication-required sites when logged out
- prevented anonymous access to feeds, APIs, Bibtex files, etc. on authentication-required sites
- fixed an internal warning when adding an automatic listing block using references
Theming changes

- added theming for the blog post styling options in automatic and manual list blocks
- adjusted the hover states for Waterloo News and Waterloo Events so summary text does not get underlined
- ensured placeholder text in forms is always visible and a consistent colour across all browsers on both "view" and "layout" pages
