Release notes

added support for a tagline (a short paragraph that complements the title and introduces the content, but is not treated as a header) to all content types that have standalone pages; styling may change slightly in the future
added support to add a tagline underneath any header in the visual editor
added the ability to hide the taxonomy terms that would normally appear at the bottom of the page/teaser for all content types that display them
added support for "UW yellow level 2" as a section background colour
added support for automatic list blocks to start from a specific record, allowing placing more than one block of the same type on the same page without overlap (for example, to have a different style for the initial entries)

modified how authenticated site login prompt is handled, with the goal of fixing the intermittent white screen/missing login prompt issues (please report if they persist after your site has been updated)
made references save new authors with only a single name as the last name, to match required fields and ensure display
made default entries in user-editable taxonomies change to French or Chinese when the site is configured as such
fixed issues sorting items in manual list blocks
ensured invalid catalog category URLs return 404 rather than an error
renamed all OFIS references to OPB
updated OPB profiles to use the new field for graduate studies
ensured that the page title no longer shows twice when viewing some previous revisions of content
ensured taxonomy entry consistently fails validation when the maximum length is exceeded
make conference paper references display "presented at the [conference name] conference" instead of "presented at the [conference name]"
added the ability to choose the number of entries to display per page in the "fix 404s" report, and changed the paginator to offer more options
fixed filtering on layout builder blocks so all matching items display
restored the display of the site's base path when adding new redirects
prevented some content scheduling fields from moving to the bottom of the page after certain autocompleted fields were exited
added a contrib module to improve cache handling
updated several contrib modules

removed (for accessibility reasons) the <cite> tag that automatically wrapped the blockquote block's quote attribution field; this tag should now be manually applied in the visual editor, only when appropriate
prevented ordered list numbers from overlapping a left-aligned media image (unordered lists were already fine)
fixed the alignment of the icon beside the title in the layout builder sidebar
