WCMS 3.2.4 release

All WCMS 3 sites are being upgraded to WCMS 3.2.4. This is a "hotfix" release to fix an issue from 3.2.3 where images in copy blocks would distort in some circumstances, along with a migration regression. It also includes additional migration fixes that were completed since the 3.2.3 release was created.
