Daniel is a professor of Political Science at the University of Waterloo and co-lead of the Climate Risk Research Group. His research focuses on the governance of complex policy areas such as climate change adaptation, emergency management and flood risk management.

Andrea Minano

Research Manager

Andrea is the research manager for the Climate Risk Research Group and a PhD Candidate in the Department of Geography and Environmental Management at the University of Waterloo. Andrea is a specialist in Geographic Information Systems and has previously worked for municipal, provincial and federal governments as well as the insurance industry. Andrea’s research and work experience are highly interdisciplinary ranging from visualization of flood risk, community-based climate adaptation and flood risk management policy. Andrea’s current research focuses on the role of data governance for improving the effectiveness of flood risk management in Canadian cities. Andrea holds a Joseph-Armand Bombardier Canada Graduate Scholarship for her doctoral research.

Liton Chakraborty

Senior Policy Analyst

Dr. Liton Chakraborty is a Senior Policy Analyst in the Resilience and Economic Integration Division of Public Safety Canada. His research focuses on assessing social vulnerability, environmental and social inequities, inclusive resilience, and racial/ethnic disparities in exposure to climate change risks. Dr. Chakraborty's research helps identify data-driven Gender-based Analysis Plus (GBA+) and systemic inequity factors in policy decisions that support evidence-based policy development emphasizing an equity-centered, intersectional approach.

Sarah Wilkinson

Research Associate

Sarah is a Policy Analyst at Public Safety Canada and a graduate of the Master of Public Policy at the Munk School of Global Affairs and Public Policy. Sarah began her work with the Climate Risk Research Group and the Canadian Coastal Resilience Forum in 2017. Her areas of research interest include flood risk policy and governance, climate change adaptation, community engagement and resilience.

Connor Darlington

Research Associate

Connor is a doctoral candidate in the Department of Geography and Environmental Management at the University of Waterloo. His research is on quantifying geospatial flood risk, flood risk communication and integrating this information into a risk score for homeowners and other stakeholders in Canada.

Shaieree Cottar

Research Associate & Coordinator, Canadian Coastal Resilience Forum

Shaieree is a PhD Candidate in the Department of Geography and Environmental Management at the University of Waterloo and the coordinator for the Canadian Coastal Resilience Forum. Shaieree's research is on climate change adaptation and Canadian policies related to disaster recovery, managed retreat and resilience building against hazards.

Danielle is a Policy Analyst at Public Safety Canada and a graduate of the Master of Sustainability Management at the School of Environment, Enterprise and Development. Her Master's research focused on flood policy and governance, and how flood risk management is being discussed within the Canadian political sphere. She was the recipient of the Joseph-Armand Bombardier Canada Graduate Scholarship.

Sandra is a Senior Analyst, Policy Foresight at the Canadian Mortgage and Housing Corporation and a graduate of the Master of Sustainability Management at the School of Environment, Enterprise and Development. She was the recipient of the Joseph Armand Bombardier Canada Graduate Scholarship and the University of Waterloo Presidents Graduate Scholarship for 2020/2021. Sandra's Master's research focused on flood risk governance and Canadian policies related to critical infrastructure and emergency management.

Leah Whittaker

Research Associate

Leah is a Policy Advisor at Public Safety Canada and a graduate of the Master of Sustainability Management at the School of Environment, Enterprise and Development. Leah was the recipient of the Canadian Graduate Scholarship – Master’s Award and the University of Waterloo President's Graduate Scholarship for 2020/2021. Her Master's research focused on flood risk management and the development of policy for managed retreat programs in Canada.

Jonathan Raikes

Dr. Jonathan Raikes is a Policy Advisor at Public Safety Canada. His research has explored how disaster risk management policies and arrangements are evolving to encompass sustainable human development dimensions. His current research interests include transformative approaches to disaster and climate risk management policy and governance. 

James Piers

Graduate Research Assistant

James Piers is a Master of Arts student in the Department of Political Science at the University of Waterloo. His research focuses on climate change and housing. In particular, he analyses climate-related risks to housing, as well as factors of climate resilient housing.

Aiden Carpenter

Aidan is a Master of Arts student in the Department of Geography and Environmental Management at the University of Waterloo. His research focuses on the impact of climate change and extreme weather events on affordable housing in Canada. Aidan is the recipient of the Ontario Graduate Scholarship and the University of Waterloo Presidents Graduate Scholarship for 2023/2024.

Zoya Hashim

Zoya Hashim is a Master of Arts student in the Department of Political Science at the University of Waterloo. Her research interests include flood risk management policy, food security, agricultural adaptation to climate change and community resilience. 

Dilruba Fatima Sharmin

Research Associate

Sharmin is a transdisciplinary researcher who holds a Ph.D. in Social and Ecological Sustainability – Water from the University of Waterloo, specializing in climate migration. Her research centers on human dimensions of climate change, covering vulnerability, risk assessments, adaptation, resilience, managed retreat, economics, and sustainable finance. Sharmin’s prior work involved water security projects with Water Economics Research Group (WERG) and the Water Institute. She received multiple awards, including the Queen Elizabeth Advanced Scholar for 2018-2020, recognition as one of 20 Young Women Leaders for Planetary Health in 2020, Ontario Graduate Scholarship – International Award and UW President Graduate Scholarship for 2022-2023. Within the CRRG, she investigates climate change’s impact on critical infrastructure (CI) and resilience-strengthening policies in Canada and other developed nations.

Kasra Motlaghzadeh

Research Associate

Kasra, a Ph.D. candidate in System Design Engineering at the University of Waterloo, is deeply engaged in exploring socio-environmental systems with an emphasis on climate change mitigation and adaptation. His research is centered around developing innovative decision-making tools to address the complex challenges of climate change, leveraging his passion for systemic solutions. With a master’s degree in water resources management, Kasra has a strong focus on analyzing and mapping climate-related hazards, like droughts and floods. His work aims to integrate this expertise with his current studies to devise resilient strategies for sustainable environmental management.

Herleen Devgan

Undergraduate Research Assistant

Herleen is an Honours Arts student in the Department of Political Science at the University of Waterloo. Her research focuses on identifying policy instruments for local flood resilience, assessing their implementation in Canadian communities, and highlighting policies that are both effective in reducing flood risk and equitable for vulnerable populations. She is the recipient of the University of Waterloo's President's Scholarship for 2020/2021.
