- An allegation is considered a formal allegation when it begins a process of determining whether or not it is a "responsible" allegation through an inquiry.
- An allegation moves from an inquiry to an investigation if the Office of the Vice-President, Research determines that the allegation is responsible and the respondent appeals a sustained breach in the inquiry stage, or if a clear determination of verdict is not possible.
- For an RCR case to be reportable to the RCR Secretariat, the person under investigation has to be holding Tri-Agency funding at the time of the allegation.
