Parking infractions and appeals  

The University grounds are private property and regulations for the operation of motor vehicles are developed pursuant to the University of Waterloo Traffic and Parking Regulations and the Ontario Highway Traffic Act. Parking restrictions are clearly posted and penalties are applied. Restrictions and penalties are included as terms or conditions of sale within all annual, monthly, daily, and hourly parking contracts. Acceptance of a parking permit includes acceptance of all terms and conditions provided therein.

Students and employees can appeal a ticket using the e-park system. Login with your WatIAM credentials and click Appeal Ticket.  

All parking penalties are subject to review by the University Property Infractions Committee. Requests for review must be submitted within 14 days of the infraction date. 

Guidance for making an appeal  

All parking infractions are logged in the Sustainable Transportation database for administrative and maintenance purposes, and all requests for review are prepared by Sustainable Transportation prior to submission to the Property Infractions Committee (see below).   

Please provide specific details and evidence (e.g., witness contacts, medical or auto repair bills, photos or sketches, etc.), which will substantiate your case. Be as precise as possible.  

Note: Parking is permitted in authorized areas only, which are defined by signage and by yellow lines painted on the pavement surface. “No Parking” signs are required only at 100-yard intervals. Missing, broken, or raised gates do not permit unauthorized parking, unless this is clearly reflected in the signage at the lot entrance. The following items are not considered to be grounds for successful appeal:

  • Unauthorized parking only for short periods  

  • Failure to observe signs or regulations  

  • Personal convenience  

  • Failure to properly display hangtag, visitor or temporary parking permit  

  • Transcription errors when writing out a ticket  

Infractions that are appealed are reviewed and adjudicated by the Property Infractions Committee members independently representing student and employee groups of the University community and in no way represent the bias of the University Special Constable Service and Sustainable Transportation. Correspondence will be sent to Appellant’s email address on file.   

Property Infractions Committee  

Enforcement of traffic and parking of vehicles on campus is necessary to ensure the safety of everyone on campus. The Property Infractions Committee was established to provide a separate entity from Sustainable Transportation staff to review all written appeals of citation issued on campus. Citations are issued to vehicles that are parked in contravention of the University of Waterloo Traffic and Parking Regulations

Terms of reference  

  • To receive and consider all written appeals from individuals who have received a citation.  

  • To consider and vote on all appeals submitted based on offence and reasons given in appeal form. 

Membership  

The committee shall consist of six voting members as follows:  

  • One faculty member  

  • One staff member  

  • One graduate student  

  • One undergraduate student  

  • One CUPE representative  

  • One OPSEU representative  

  • One manager, Sustainable Transportation (non-voting)  

  • One Sustainable Transportation staff who shall serve as secretary (non-voting)  

  • A Chair (selected by the committee)
