Hands off my ride: How Project 529 is strengthening bike security at Waterloo
Bicycle theft is a growing concern in Waterloo Region. Before the project was launched in the Region, more than 5,400 bikes were reported as stolen Region-wide between 2019 and 2024, with only 432 successfully recovered.

Cycling is a sustainable, affordable, and healthy way to get around campus, but concerns about bike theft can discourage people from choosing this low-carbon mode of transportation. To support campus sustainability goals and reduce transportation-related emissions, Sustainable Transportation and the Special Constable Service, with support from the Sustainability Action Fund, launched Project 529 on campus, a global bike registry that helps deter theft and recover stolen bikes.
Project 529 is a free bike registration and recovery app where cyclists create a record of their bike by registering the serial number, photos, and other key details. Registrants receive a tamper-resistant 529 shield (decal with a unique identifier) to place on their bike. If a bike is reported as stolen, alerts are shared with local police, bike shops, and the Project 529 community to help recover the bike and return it to its owner.
Since the project launched at Waterloo in 2025, the initiative has helped promote more cycling to campus as the University has become part of a large network of registered bikes and people on the lookout for them.
Project 529 has gained significant traction since its expansion onto campus, as Sustainable Transportation has hosted more than 20 events. During the June 2026 Bike Fair, 32 bikes were registered in one day, and more than 350 bikes have been registered since the program’s launch on campus just over a year ago.
So far in 2026, WRPS have reported recovering 35 Project 529-registered bicycles across the region, reuniting owners with their bikes. In cities where Project 529 is active, bike theft has been reduced by 40%, demonstrating the program’s potential to deliver significant benefits across Waterloo Region and the University community. Registration has continued on Waterloo campuses this Fall through registration rallies and walk-in registrations.
The growing visibility of the program is evident at campus registration events.
Now when we invite cyclists to register their bikes at our rallies, many proudly point to the 529 shield on their bike and tell us they’re already registered,
As participation grows, Project 529 is making cycling more secure, and is helping people feel more comfortable choosing cycling for their daily commute, helping to foster a stronger culture of sustainable and active transportation on campus.
