Explore solutions for commercial building owners facing challenges in accessing tenant energy consumption data for greenhouse gas accounting. Assess the feasibility of a "green button" approach or other mechanisms for data access.

One of the major issues with greenhouse gas accounting, particularly scope three, is that owners of commercial buildings in the retail and industrial category don't have access to metered energy consumption data, as this is often inside the premises and the responsibility of the retail or industrial tenant. Notwithstanding this, the burden of reporting the tenant's emissions and energy consumption still falls on the owner's shoulders according to the greenhouse gas accounting rules. A "green button" approach has often been proposed to allow owners to gain access to the consumption data notwithstanding privacy rules, but tenants have resisted this. What is the way forward for scope three emission disclosure? Should it be the owner's responsibility? or should it be the tenant's responsibility? What's a way forward?
