KIT-07: Music Incubator—Business Case and Implementation Strategy

Brief description of the organization

The City of Kitchener is a lower-tier municipality in Ontario and part of the Region of Waterloo. Through its Economic Development department, including the Arts & Entertainment division, the City delivers programs and services that support community wellbeing, economic growth, and placemaking. This includes the planning and delivery of special events, stewardship of public spaces, and development of arts and creative industries initiatives.

What is the central problem that students will explore?
Access to affordable, predictable, and appropriate creative space is consistently identified as one of the most significant barriers facing artists and creative workers in Kitchener. This includes space for production, rehearsal, recording, collaboration, and performance.

While the City operates and supports key assets such as the 44 Gaukel Creative Workspace, demand for space continues to outpace supply, and access conditions – such as cost, availability, flexibility, and suitability for different creative practices – remain ongoing challenges.

At the same time, Council and sector engagement have identified music development as a high-potential opportunity to support economic growth, downtown vitality, and local talent development. The Arts & Creative Industries Action Plan includes investigating a music production and performance incubator that provides access to rehearsal, recording, performance, and professional development opportunities.

The project will examine how the City could develop a scalable and financially sustainable model for affordable creative studio space, with a focus on both a potential music production and performance incubator and a mobile or flexible studio concept (for example, anchored at 44 Gaukel but deployable to other locations).

The goal is to improve access to space, support creative production and professional opportunity, and align with the City’s role as an enabler of arts and creative industries.
 


Main objectives

  • Develop a business case for affordable creative studio space in Kitchener, including an evaluation of the feasibility of a music production and performance incubator model to support local creators. Explore a mobile or distributed studio concept (e.g., deployable from 44 Gaukel to other locations or events)
  • Identify sustainable operating models, including cost recovery approaches, partnership opportunities, and phased implementation strategies
  • Improve access to space, professional opportunity, and visibility in alignment with Arts & Creative Industries guiding principles
  • Support the City’s role in enabling creative production, economic development, and talent retention

Scope of work

  • Research and Jurisdictional Scan
    • o Review creative incubator models, shared studio spaces, and music production hubs in comparable municipalities
    • o Research mobile, pop-up, or distributed creative space models
  • Needs Assessment and Use Case Development
    • o Identify key user groups (e.g., emerging musicians, interdisciplinary artists, creative entrepreneurs)
    • o Assess different space needs (rehearsal, recording, performance, collaboration) through key user group interview
    • o Students will collaborate with the City’s Music Officer to identify and engage potential user groups, conducting interviews to inform space configuration, programming, and operational requirements.
  • Current-State Analysis
    • o Review existing City-supported spaces (e.g., 44 Gaukel) and access models
    • o Identify gaps related to affordability, accessibility, and functionality through key staff interviews
  • Concept Development
    • Develop multiple model options, such as:
      • fixed-site incubator
      • A central studio at 44 Gaukel, with a mobile or pop-up version that can be used in other locations.

    • Explore design considerations, including space configuration, sound requirements, shared amenities, and public interface
  • Business Case and Financial Model
    • Develop potential funding scenarios that include cost estimates and revenue projections
    • Consider potential partners (e.g., post-secondary institutions, industry, non-profits)
    • Identify operational requirements, including staffing and governance considerations
    • Assess scalability and long-term sustainability
    • Identify potential funding partners (e.g., private sponsors, non-profit operators, etc.)
  • Recommendations and Implementation Roadmap
    • Provide phased implementation options aligned with municipal decision-making processes
    • Identify risks, constraints, and success factors
       

Deliverables

  • A comprehensive business case report outlining viable models for affordable creative studio space; analyze feasibility based on key factors (mobility, etc.)
  • Concept designs for a music production and performance incubator and a mobile or deployable studio model
  • Financial and operational models, including cost structures and partnership approaches
  • An implementation roadmap with phased approaches aligned to municipal decision-making
  • Final presentation to City staff and stakeholders
