As of June 19, 2024, proposals in the draft state in Kuali CM are visible to all users, not just the proposer. Draft proposals can be searched for in the Proposals database. This change was made to allow for improved agenda functionality, allowing under review proposals that are listed in agendas to be withdrawn, while still retaining agenda visibility.
