About Dean Mutrie
B.E.S. (1973), M.A. (1979) is an internationally recognized expert on the environmental impacts of linear facilities. After consulting assignments in Iceland and Ontario, Dean started an environmental consulting firm in Calgary in 1980. He joined TERA Environmental Consultants as a Principal in 1986 and carried out over 300 pipeline and powerline projects throughout western Canada and the U.S. before his retirement in 2016.
Dean founded the EnForm Pipeline Environmental Inspection course in 1988 and led numerous training courses across Canada and the U.S. for the Federal Energy Regulatory Commission (FERC) and others. He chaired the Environmental Issues Track at the International Pipeline Conference in 2012 and 2014.
Dean also chaired the 7th International Symposium on Environmental Concerns in Rights-of-Way Management and continues to sit on the Steering Committee planning the 14th Symposium in Vancouver in 2026. Dean has frequently appeared as an expert environmental witness at regulatory hearings in Canada and the U.S.
