"The turning point was a study completed by the University of Waterloo's heritage resources centre. It assessed the bridge and surrounding countryside for designation as a cultural heritage landscape. Based on that study, Woolwich Township amended its official plan to so mark the bridge and environs.
It was the first time in Ontario that was done under the Planning Act instead of the Heritage Act. That's important because the Planning Act is much stronger, Robert Shipley, a professor of urban planning and head the heritage resources centre, said in an interview Saturday at the bridge."
